Throughout the reform process of implementing the school-running autonomy of primary and secondary schools in more than 30 years, there are still many difficulties while making a lot of progress, the autonomy of primary and secondary schools has not been effectively implemented,and the problem of insufficient vitality of school operation still exists. At the stage of high-quality development, the goal of educating socialist builders and successors with the all-round development of moral, intellectual, physical, aesthetical grounding with a hard-working spirit, requires further implementation of the autonomy of primary and secondary schools to fully stimulate the vitality of school operation and education. In view of the macro policy context and practical difficulties in implementing the autonomy of primary and secondary schools, the key to effectively implementing the autonomy of schools lies in mechanism innovation, which is to create a set of effective mechanisms to break down the institutional constraints that restrict the autonomy of schools in accordance with the law.
